車谷市民之家、車谷會(huì)展中心、車谷文化中心、武漢汽車博物館概念方案全球征集公告
（Announcement on Global Solicitation for Conceptual Design of Auto Valley Citizen Home, Auto Valley Convention and Exhibition Center, and Auto Valley Cultural Center，and Wuhan Auto Museum）

一、項(xiàng)目背景 Project Background

為貫徹落實(shí)武漢市委、市政府加快推進(jìn)軍山新城建設(shè)要求，盡快完善城市功能，提升城市能級(jí)，擬啟動(dòng)軍山新城重大公共服務(wù)設(shè)施項(xiàng)目建設(shè)，現(xiàn)開展車谷市民之家、車谷會(huì)展中心、車谷文化中心、武漢汽車博物館概念方案全球征集工作。

In order to implement the requirements of Wuhan Municipal Party Committee and Government to accelerate the construction of Junshan New Town , improve urban functions as soon as possible, and enhance urban energy levels,It is planned to initiate the construction of major public service facilities projects in Junshan New Town. We are currently conducting a global solicitation for conceptual design proposals for the Auto Valley Citizen Home, Auto Valley Exhibition Center, Auto Valley Cultural Center, and Wuhan Auto Museum.

二、項(xiàng)目位置與規(guī)模 Project Location and Scale

（一）車谷市民之家：選址位于武漢經(jīng)濟(jì)技術(shù)開發(fā)區(qū)軍山新城164R地塊，用地面積約16.6公頃，東臨左岸大道和長(zhǎng)江，南臨楓林四路，西臨經(jīng)開大道和地鐵16號(hào)線（楓林站位于地塊西南角），北臨楓林三路?？偼顿Y約18億元。

Auto Valley Citizen Home: Located on the 164R plot of Wuhan Economic & Technological Development Zone (WEDZ) Junshan New Town, holds a land area of approximately 16.6ha, it is adjacent to Left Bank Avenue and the Yangtze River to the east, Fenglin Fourth Road to the south, Jingkai Avenue and Metro Line 16 to the west (Fenglin Station is located at the southwest corner of the plot), and Fenglin Third Road to the north. The total investment is estimated to 1.8 billion yuan.

（二）車谷會(huì)展中心：選址位于武漢經(jīng)濟(jì)技術(shù)開發(fā)區(qū)軍山新城152R地塊，用地面積約7.3公頃，東臨經(jīng)開大道和地鐵16號(hào)線，南臨車谷大道，西臨兩軍東路，北臨楓林二路。總投資約9億元。

?Auto Valley Convention and Exhibition Center: Located on Plot 152R of Wuhan Economic & Technological Development Zone (WEDZ) Junshan New Town, with a land area of approximately 7.3ha, it is adjacent to Jingkai Avenue and Metro Line 16 to the east, Auto Valley Avenue to the south, Liangjun East Road to the west, and Fenglin Second Road to the north. The total investment is estimated to 900 million yuan.

（三）車谷文化中心：選址位于武漢經(jīng)濟(jì)技術(shù)開發(fā)區(qū)軍山新城119C地塊，用地面積約4.3公頃，東臨川江池三路，南臨車谷大道，北臨川江池南路，西鄰?fù)瑵?jì)醫(yī)院軍山院區(qū)。總投資約8億元。

Auto Valley Cultural Center: Located on Plot 119C of Wuhan Economic & Technological Development Zone (WEDZ) Junshan New Town, with a land area of approximately 4.3ha, it is adjacent to Chuan Jiangchi Third Road to the east, Auto Valley Avenue to the south,Chuan Jiangchi South Road to the north, and the Junshan Campus of Tongji Hospital to the west. The total investment is estimated to 800 million yuan.

（四）武漢汽車博物館：選址位于武漢經(jīng)濟(jì)技術(shù)開發(fā)區(qū)軍山新城102E地塊，在建的新能源與智能網(wǎng)聯(lián)汽車創(chuàng)新產(chǎn)業(yè)園項(xiàng)目?jī)?nèi)，用地面積約4公頃,西北臨硃山湖?？偼顿Y約8億元。

Wuhan Auto Museum: Located on the 102E plot of Wuhan Economic & Technological Development Zone (WEDZ) Junshan New Town, it is a new energy and intelligent connected vehicle innovation industrial park project under construction, The land area is approximately 4 ha, adjacent to Zhushan Lake to the northwest. The total investment is estimated to 800 million yuan.

三、設(shè)計(jì)要求（詳見設(shè)計(jì)任務(wù)書） Design requirements (see design task book for details)

（一）研究范圍：以軍山新城為重點(diǎn)，由應(yīng)征單位根據(jù)實(shí)際情況和自身理解確定研究范圍。

?Research scope: While the focus is on Junshan New Town, the specific research scope will be determined by the applicant based on actual conditions and their interpretation.

（二）設(shè)計(jì)范圍：項(xiàng)目選址地塊范圍即為設(shè)計(jì)范圍，設(shè)計(jì)內(nèi)容包括但不限于建筑、交通和景觀等。

Design scope: The site scope of the project is the design scope, which includes but is not limited to architecture, transportation, and landscape.

四、征集方式 Collection method

本次征集采用面向全球的公開征集方式，通過資格預(yù)審評(píng)選出7家（組）高水平應(yīng)征人參與建設(shè)項(xiàng)目概念方案設(shè)計(jì)。

This solicitation adopts a global public solicitation method, and 7 high-level candidates (groups) are selected through pre qualification to participate in the conceptual design of construction projects.

車谷市民之家、車谷會(huì)展中心、車谷文化中心、武漢汽車博物館4個(gè)項(xiàng)目各自獨(dú)立開展概念方案征集。在滿足報(bào)名要求的情況下，同一機(jī)構(gòu)可同時(shí)報(bào)名應(yīng)征多個(gè)項(xiàng)目，但須按應(yīng)征項(xiàng)目分別委派首席設(shè)計(jì)師，每位首席設(shè)計(jì)師可應(yīng)征不超過2個(gè)項(xiàng)目。

The four projects of Auto Valley Citizen Home, Auto Valley Convention and Exhibition Center, Auto Valley Cultural Center, and Wuhan Auto Museum, have independently conducted concept proposal solicitation. If the registration requirements are met, the same institution can apply for multiple projects at the same time, but the chief designer must be appointed separately according to the application project.Chief designers cannot be appointed for more than two projects.

五、報(bào)名要求 Registration requirements

（一）應(yīng)征人如為國(guó)內(nèi)企業(yè)，須具備中華人民共和國(guó)建設(shè)行政主管部門頒發(fā)的工程設(shè)計(jì)綜合甲級(jí)或建筑行業(yè)（建筑工程）設(shè)計(jì)甲級(jí)資質(zhì)；如為境外及港澳臺(tái)地區(qū)應(yīng)征人，則應(yīng)當(dāng)具備其注冊(cè)所在國(guó)或所在地區(qū)主管機(jī)關(guān)核發(fā)的從事建筑、工程設(shè)計(jì)相應(yīng)資格或能力證明文件。

If the applicant is a domestic enterprise, they must have a comprehensive engineering design grade A or a design grade A qualification in the construction industry (construction engineering) issued by the competent construction administrative department of the People's Republic of China;if a candidate is from overseas or Hong Kong, Macao, and Taiwan, they should have the corresponding qualification or ability certificate issued by the competent authority of the country or region where they are registered to engage in architectural or engineering design.

（二）應(yīng)征人近五年應(yīng)具有以下建筑方案編制工作業(yè)績(jī)：

The applicant should have the following achievements in building scheme preparation in the past five years:

1.車谷市民之家項(xiàng)目業(yè)績(jī)規(guī)模：項(xiàng)目總建筑面積15萬平方米及以上類似公共建筑。

Auto Valley Citizen Home project performance scale: The total construction area of the project is 150,000 square meters or more similar public buildings.

2.車谷會(huì)展中心項(xiàng)目業(yè)績(jī)規(guī)模：項(xiàng)目總建筑面積10萬平方米及以上類似公共建筑。

Auto Valley Convention and Exhibition Center project performance scale: The total construction area of the project is 100,000 square meters or more, similar to public buildings.

3.車谷文化中心項(xiàng)目業(yè)績(jī)規(guī)模：項(xiàng)目總建筑面積8萬平方米及以上類似公共建筑。

Auto Valley Cultural Center project performance scale:The total construction area of the project is 80,000 square meters or more, similar to public buildings.

4.武漢汽車博物館項(xiàng)目業(yè)績(jī)規(guī)模：項(xiàng)目總建筑面積5萬平方米及以上類似公共建筑。

Wuhan Auto Museum project performance scale: The total construction area of the project is 50,000 square meters or more, similar to public buildings.

（三）應(yīng)征人委派的首席設(shè)計(jì)師應(yīng)具備有效的一級(jí)注冊(cè)建筑師執(zhí)業(yè)證書，或具備高級(jí)建筑工程師職稱（境外應(yīng)征人項(xiàng)目負(fù)責(zé)人具有相應(yīng)執(zhí)業(yè)資格），且近五年擔(dān)任過上述第（二）條所列工作業(yè)績(jī)的建筑方案編制負(fù)責(zé)人。

The chief designer appointed by the applicant shall have a valid Grade 1 Registered Architect Practicing Certificate,or hold the title of Senior Architectural Engineer (the project leader of the overseas applicant shall have the corresponding practicing qualifications),and have served as the person in charge of building scheme preparation with the work performance listed in Article (2) above in the past five years.

（四）法定代表人為同一人的兩個(gè)及兩個(gè)以上法人，母公司、全資子公司及其控股公司，不得同時(shí)參加同一建設(shè)項(xiàng)目的方案征集活動(dòng)。

Two or more legal persons whose legal representative is the same person, parent company, wholly owned subsidiary and its holding company may not participate in the solicitation of proposals for the same construction project at the same time.

（五）本次征集活動(dòng)接受聯(lián)合體報(bào)名。聯(lián)合體報(bào)名時(shí)須提交聯(lián)合體協(xié)議，并在協(xié)議中明確聯(lián)合體主體單位。聯(lián)合體各成員均應(yīng)滿足上述第（一）條所列要求，其中至少一家具備上述第（二）條所列工作業(yè)績(jī)。聯(lián)合體各成員簽訂《聯(lián)合體協(xié)議書》后，不得再以自己名義單獨(dú)應(yīng)征同一建設(shè)項(xiàng)目，也不得組成新的聯(lián)合體或參與其他聯(lián)合體應(yīng)征同一建設(shè)項(xiàng)目，否則應(yīng)征無效。根據(jù)本次征集項(xiàng)目特點(diǎn)，為保證應(yīng)征人對(duì)項(xiàng)目所在地文化和國(guó)內(nèi)相關(guān)標(biāo)準(zhǔn)規(guī)范的準(zhǔn)確理解，境外應(yīng)征人須與境內(nèi)應(yīng)征人組成聯(lián)合體參與，并以境內(nèi)應(yīng)征人作為聯(lián)合體主體單位。

?This solicitation activity accepts consortium registration. When registering for a consortium, it is necessary to submit a consortium agreement and specify the main unit of the consortium in the agreement.All members of the consortium must fulfil the criteria mentioned in Article (1), and at least one member should have the achievements listed in Article (2). After signing the Association Agreement, each member of the consortium shall not separately apply for the same construction project in their own name, nor shall they form a new consortium or participate in other consortia applying for the same construction project, otherwise the application shall be invalid. According to the characteristics of this solicitation project,to ensure the applicant's accurate understanding of the culture of the project location and relevant domestic standards and regulations,the overseas applicants must form a consortium with domestic applicants to participate, and the domestic applicants should be the main unit of the consortium.

（六）設(shè)計(jì)團(tuán)隊(duì)要求：

?Design team requirements:

1.首席設(shè)計(jì)師須負(fù)責(zé)主創(chuàng)、參加現(xiàn)場(chǎng)踏勘及匯報(bào)評(píng)審等，中選應(yīng)征人首席設(shè)計(jì)師需按照征集人要求參加后續(xù)深化設(shè)計(jì)工作。

The chief designer shall be responsible for creating, participating in on-site inspections, and reporting reviews. The chief designer of the selected candidate shall participate in further design work according to the requirements of the applicant.

2.設(shè)計(jì)過程中若首席設(shè)計(jì)師與征集材料所提交信息不符或未經(jīng)征集人認(rèn)可擅自更換首席設(shè)計(jì)師的，則視為參加資格無效。

If the chief designer during the design process does not match the information submitted in the solicitation materials, or if the chief designer is replaced without the approval of the solicitor, the qualification to participate will be deemed invalid.

六、征集流程 Collection process

本次征集分為三個(gè)階段，分別為報(bào)名獲取征集文件及資格預(yù)審階段、概念方案設(shè)計(jì)及評(píng)審階段、綜合評(píng)定階段。

This solicitation is divided into three stages, namely the registration and acquisition of solicitation documents and pre-qualification stage, the conceptual scheme design and review stage, and the comprehensive evaluation stage.

（一）第一階段：報(bào)名及資格預(yù)審階段（11天）

Phase 1: Registration and Prequalification Stage (11 days)

發(fā)布征集公告，公開接受全球應(yīng)征人報(bào)名。

Publish a solicitation announcement and publicly accept applications from global applicants.

報(bào)名時(shí)間：2023年10月23日09:00至2023年10月29日17:00（北京時(shí)間）。應(yīng)征人報(bào)名時(shí)應(yīng)提交資信文件（綜合業(yè)績(jī)、首席設(shè)計(jì)師資歷、設(shè)計(jì)團(tuán)隊(duì)實(shí)力、概念提案等，其中概念提案不得超過2個(gè)。文件應(yīng)能充分說明應(yīng)征人及首席設(shè)計(jì)師具備所報(bào)名項(xiàng)目對(duì)應(yīng)的資質(zhì)和業(yè)績(jī)要求）。

Registration time: From 09:00 on October 23, 2023 to 17:00 on October 29, 2023 (Beijing time). Applicants should submit credit documents (comprehensive performance, chief designer qualifications, design team strength, concept proposals, etc.) when registering, with no more than 2 concept proposals. The documents should fully demonstrate that the applicant and chief designer have the corresponding qualifications and performance requirements for the registered project.

（1）現(xiàn)場(chǎng)報(bào)名：應(yīng)征人法定代表人憑法定代表人身份證明書及本人身份證或委托代理人憑法定代表人授權(quán)書及本人身份證到武漢經(jīng)濟(jì)技術(shù)開發(fā)區(qū)太子湖北路87號(hào)武漢設(shè)計(jì)廣場(chǎng)1棟18樓（中德華建（北京）國(guó)際工程技術(shù)有限公司）現(xiàn)場(chǎng)報(bào)名并提交資信文件。

On site registration: The legal representative of the applicant shall register and submit credit documents on site at 18/F, Building 1, Wuhan Design Plaza, No. 87 Taizi Hubei Road, Wuhan Economic and Technological Development Zone (China Virtue (Beijing) International Engineering Technology Co., Ltd.) with the legal representative's identity certificate and personal ID card, or the authorized agent shall present the legal representative's authorization letter and personal ID card.

（2）網(wǎng)絡(luò)報(bào)名：將應(yīng)征人法定代表人身份證明書及身份證或法定代表人授權(quán)書及委托代理人身份證、完整資信文件的彩色掃描件發(fā)至郵箱3310675418@qq.com，并在郵件中注明應(yīng)征人名稱、應(yīng)征項(xiàng)目名稱、聯(lián)系人及電話。征集人、征集代理機(jī)構(gòu)對(duì)電子文本傳輸過程中發(fā)生的遲交或遺失均不承擔(dān)責(zé)任。

單個(gè)項(xiàng)目如報(bào)名少于5家，則再行公告征集；單個(gè)項(xiàng)目如報(bào)名5-7家，則不再組織資格預(yù)審，報(bào)名人全部作為應(yīng)征人進(jìn)入第二階段；單個(gè)項(xiàng)目如報(bào)名大于7家，報(bào)名截止后3天內(nèi)，征集人組織資格預(yù)審會(huì)，按照4個(gè)項(xiàng)目分別評(píng)選出7家無排序的入圍應(yīng)征人進(jìn)入下一階段工作并發(fā)出設(shè)計(jì)任務(wù)書及相關(guān)基礎(chǔ)資料、概念方案評(píng)審辦法等文件。

If fewer than 5 registrations is received for one project, another announcement and solicitation will be made. If between 5 to 7 applicants are registered, the pre-qualification will be skipped, and all registrants will proceed to the second stage; If there are more than 7 applicants, within 3 days after the registration deadline, the recruiter will organize a pre-qualification meeting to select 7 non ranked shortlisted candidates from each of the 4 projects and proceed to the next stage of work. The design task book, relevant basic information and conceptual scheme evaluation methods will be issued.

（二）第二階段：概念方案設(shè)計(jì)及評(píng)審階段（43天）

Phase 2: Conceptual Scheme Design and Review Phase (43 days)

概念方案設(shè)計(jì)：各應(yīng)征人自行組織開展工作。

概念方案提交：單個(gè)項(xiàng)目每個(gè)應(yīng)征人僅限提交1套概念方案。提交地點(diǎn)為武漢經(jīng)濟(jì)技術(shù)開發(fā)區(qū)太子湖北路87號(hào)武漢設(shè)計(jì)廣場(chǎng)1棟18樓（中德華建（北京）國(guó)際工程技術(shù)有限公司）。提交時(shí)間要求如下：

Concept proposal submission: Each applicant for a single project is limited to submitting one set of concept proposals. The submission location is China Virtue ?(Beijing) International Engineering Technology Co., Ltd., 18th floor, Building 1, Wuhan Design Plaza, No. 87 Taizi Hubei Road, Wuhan Economic and Technological Development Zone. The submission time requirements are as follows:

1.車谷文化中心：2023年12月12日09點(diǎn)00分至2023年12月12日09點(diǎn)30分（北京時(shí)間）；

Auto Valley Cultural Center:From 09:00 on December 12, 2023 to 09:30 on December 12, 2023 (Beijing time);

2.車谷會(huì)展中心：2023年12月13日09點(diǎn)00分至2023年12月13日09點(diǎn)30分（北京時(shí)間）；

Auto Valley Convention and Exhibition Center:From 09:00 on December 13, 2023 to 09:30 on December 13, 2023 (Beijing time);

3.車谷市民之家：2023年12月14日09點(diǎn)00分至2023年12月14日09點(diǎn)30分（北京時(shí)間）；

Auto Valley Citizen Home:From 09:00 on December 14, 2023 to 09:30 on December 14, 2023 (Beijing time);

4.武漢汽車博物館：2023年12月15日09點(diǎn)00分至2023年12月15日09點(diǎn)30分（北京時(shí)間）；

概念方案評(píng)審：概念方案提交截止時(shí)開始評(píng)審，分為方案講解和詳細(xì)評(píng)審兩個(gè)環(huán)節(jié)。

Concept Plan Review: The review begins at the deadline for submitting the concept plan, and is divided into two stages: plan explanation and detailed review.

1.方案講解：應(yīng)征人根據(jù)應(yīng)征文件送達(dá)順序依次進(jìn)行方案講解，應(yīng)征人須自帶筆記本電腦，結(jié)合相關(guān)PPT講解所提交的概念方案并接受專家質(zhì)詢，每個(gè)方案講解時(shí)間不超過三十分鐘。

Scheme Explanation: The candidate shall explain the scheme in sequence according to the delivery order of the application documents. The candidate must bring their own laptop, explain the submitted concept scheme in conjunction with relevant PPTs,and accept expert inquiries. The explanation time for each scheme shall not exceed thirty minutes.

2.詳細(xì)評(píng)審：評(píng)審委員會(huì)根據(jù)規(guī)定的評(píng)審辦法，對(duì)概念方案創(chuàng)意、完整性及實(shí)施的可行性等進(jìn)行評(píng)審，以打分形式對(duì)應(yīng)征人進(jìn)行排名，其中排名1-3位的應(yīng)征人進(jìn)入綜合評(píng)定階段。

Detailed evaluation: The evaluation committee evaluates the creativity, completeness, and feasibility of implementing the conceptual plan according to the prescribed evaluation methods,and ranks the corresponding candidates in the form of scoring. Candidates ranked 1-3 will enter the comprehensive evaluation stage.

（三）第三階段：綜合評(píng)定階段

Stage 3: Comprehensive Evaluation Stage

經(jīng)上級(jí)主管部門綜合評(píng)定后，確定進(jìn)入本階段的3個(gè)應(yīng)征人最終排名，并由第一名完成后續(xù)方案深化設(shè)計(jì)至報(bào)規(guī)方案深度。

七、設(shè)計(jì)費(fèi)用Design cost

1.按照以下金額（單位：人民幣萬元）給予進(jìn)入第二階段開展概念方案設(shè)計(jì)的應(yīng)征人獎(jiǎng)金（第一名）或補(bǔ)償（第二至第七名）：????????????

若應(yīng)征人提交的方案未達(dá)到《設(shè)計(jì)任務(wù)書》和《建筑工程設(shè)計(jì)文件編制深度規(guī)定》（2016年版）中有關(guān)內(nèi)容及深度要求時(shí)，將取消其補(bǔ)償費(fèi)。

If the proposal submitted by the applicant does not meet the relevant content and depth requirements in the "Design Task Book" and "Regulations on the Depth of Compilation of Architectural Engineering Design Documents" (2016 version), the compensation fee will be cancelled.

以上費(fèi)用包含應(yīng)征人為完成概念方案設(shè)計(jì)所需的所有費(fèi)用，以及按規(guī)定必須繳納的各種稅費(fèi)。除上述費(fèi)用外，應(yīng)征人自行承擔(dān)所有參加本次概念方案征集活動(dòng)相關(guān)的費(fèi)用，不論應(yīng)征的結(jié)果如何，方案征集人和代理機(jī)構(gòu)均不承擔(dān)這些費(fèi)用。

The above fees include all expenses required by the applicant to complete the conceptual design, as well as various taxes and fees that must be paid according to regulations. In addition to the above fees, the candidate shall bear all expenses related to participating in this concept proposal solicitation activity on their own. Regardless of the outcome of the solicitation, neither the proposal solicitered nor the agency shall bear any expenses.

支付費(fèi)用均以人民幣方式在中國(guó)境內(nèi)支付。應(yīng)征人為聯(lián)合體的，征集人將全額費(fèi)用支付給聯(lián)合體主體單位，聯(lián)合體成員單位自行分配。

The payment fees shall be made in RMB within the territory of China. If the applicant is a consortium, the applicant will pay the full amount of the fee to the main unit of the consortium, and the member units of the consortium will distribute it on their own.

2.車谷市民之家、車谷會(huì)展中心、車谷文化中心項(xiàng)目、武漢汽車博物館最終中選的應(yīng)征人，按照征集人要求進(jìn)行后續(xù)方案深化設(shè)計(jì)至報(bào)規(guī)方案深度，并作為獲得設(shè)計(jì)獎(jiǎng)金的條件。方案深化設(shè)計(jì)費(fèi)用在現(xiàn)行國(guó)家收費(fèi)標(biāo)準(zhǔn)內(nèi)結(jié)合報(bào)價(jià)另行商議。

The selected candidates for the Auto Valley Citizen Home, Auto Valley Convention and Exhibition Center,Auto Valley Cultural Center projects,and Wuhan Auto Museum will deepen the design of their subsequent plans to the depth required by the solicitors, and serve as a condition for obtaining design bonuses. The cost of deepening the design of the plan will be discussed separately within the current national fee standards in conjunction with the quotation.

1.應(yīng)征人對(duì)應(yīng)征作品享有署名權(quán)，經(jīng)征集人許可后可通過傳播媒介、專業(yè)雜志、書刊或其他形式評(píng)價(jià)、展示其應(yīng)征作品。征集人及項(xiàng)目建設(shè)單位有權(quán)在本項(xiàng)目的咨詢中使用應(yīng)征方案成果，征集人及項(xiàng)目建設(shè)單位在對(duì)本項(xiàng)目的方案作綜合調(diào)整時(shí)，可以全部或部分使用應(yīng)征方案成果，也可對(duì)其進(jìn)行修改，征集人及項(xiàng)目建設(shè)單位還可印刷、出版和展覽應(yīng)征成果，可通過傳播媒介、專業(yè)雜志、書刊或其他形式評(píng)價(jià)、展示、宣傳應(yīng)征方案成果。

?The applicant has the right of authorship for the submitted work, and with the permission of the applicant, they can evaluate and display their submitted work through media, professional magazines, books, or other forms. The solicitor and the project construction unit have the right to use the results of the application plan in the consultation of this project. When making comprehensive adjustments to the project plan, the solicitor and the project construction unit can use all or part of the results of the application plan and modify it accordingly. The solicitor and the project construction unit can also print, publish, and exhibit the application results, and can evaluate and display through media, professional magazines, books, or other forms to promote the results of the application plan.

2.設(shè)計(jì)方案應(yīng)為原創(chuàng)，且未以任何形式公開發(fā)表。設(shè)計(jì)方案或任何用于創(chuàng)作參選作品的素材均不得侵犯第三方的任何著作權(quán)、商標(biāo)權(quán)、專利權(quán)及其他權(quán)利。若發(fā)生以上侵權(quán)行為，由此引發(fā)的一切糾紛或法律責(zé)任由應(yīng)征人承擔(dān)；給征集人造成的損失的，由應(yīng)征人賠償。

The design proposal should be original and not publicly disclosed in any form. The design scheme or any materials used to create the selected works shall not infringe any copyright, trademark, patent or other rights of third parties. If the above infringement occurs, all disputes or legal liabilities arising from it shall be borne by the applicant.If losses are caused to the applicant, the applicant shall compensate.

3.應(yīng)征人應(yīng)遵守國(guó)家的有關(guān)保密規(guī)定，妥善保管征集人提供的圖紙資料，并保護(hù)其知識(shí)產(chǎn)權(quán)。未經(jīng)征集人許可不得將圖紙資料或設(shè)計(jì)成果向第三方轉(zhuǎn)讓或用于本次應(yīng)征概念方案設(shè)計(jì)以外的其他任何用途。

Applicants should comply with relevant national confidentiality regulations, properly keep the drawings and materials provided by the applicant and protect their intellectual property rights. Without the permission of the applicant, the drawings, materials, or design results shall not be transferred to a third party or used for any purpose other than the conceptual design of this application.
